COL Resolution 02-02

A COUNCIL OF LEADERS’ RESOLUTION CONDEMNING THE TARIFF COMMISSION’S TOTAL DISREGARD OF THE PUBLIC’S INTEREST AND CALLING FOR ITS REVAMP AND EXPANSION TO INCLUDE SECTORAL REPRESENTATION

WHEREAS, developed countries are recently reviewing their commitments in international trade liberalization because of adverse effects on their respective industries and local employment;

WHEREAS, trade issues are issues of public interest because of their direct impact on Filipino jobs;

WHEREAS, employment in local industries has drastically decreased in the last few years as a result of the massive influx of dumped and smuggled products;

WHEREAS, the local cement industry and its workers were hardest hit by the surge of imported and smuggled cement from Indonesia, Taiwan and Japan;

WHEREAS, the Tariff Commission (TC) has failed dismally to take into account public interest in the hearing conducted for the local cement industry’s petition for Safeguard Measures against the importation of Gray Portland Cement;

WHEREAS, the Tariff Commission (TC) blatantly ignored the plea of the cement industry workers to be heard in the public hearing conducted for the purpose of ascertaining the injury caused by importation on the local cement industry;

RESOLVED, THEREFORE, TO CONDEMN THE TARIFF COMMISSION (TC) FOR DISREGARDING THE PUBLIC INTEREST AND HEREBY URGES THE SECRETARY OF THE DEPARTMENT OF TRADE AND INDUSTRY (DTI) TO IGNORE ITS RECOMMENDATION AND GRANT THE APPLICATION OF THE LOCAL CEMENT INDUSTRY FOR SAFEGUARD MEASURES PROVIDED THAT THE JOB SECURITY OF CEMENT INDUSTRY WORKERS IS ASSURED.

WE FURTHER CALL ON THE GOVERNMENT TO: REVAMP THE TARIFF COMMISSION (TC); EXPAND ITS COMPOSITION TO INCLUDE SECTORAL REPRESENTATIVES; AND, CONDUCT ITS PUBLIC HEARINGS IN SUCH A WAY THAT ALL STAKEHOLDERS IN THE ISSUES BEING HEARD, PARTICULARLY THE WORKERS IN THE INDUSTRY CONCERNED, ARE EFFECTIVELY REPRESENTED.
