COL Resolution 01-02

COUNCIL OF LEADERS’ RESOLUTION URGING PRES. GLORIA MACAPAGAL-ARROYO TO CALL FOR PUBLIC REVIEW OF THE COUNTRY’S POSITION IN THE WTO

AWARE that the WTO is imposing a model of development on the Global South, the Philippines included, where trade and trade liberalization are treated as ends in themselves, rather than as means to achieve the greater goal of human and social development;

KNOWING that WTO agreements have not only denied the countries of the Global South the traditional routes towards industrialization and sustainable development but also threaten to rollback whatever development the South has gained so far;

CONCERNED that instead of addressing the numerous issues of inequities in previous WTO agreements broached by the Global South, the Doha Declaration has directed the WTO towards negotiations that would cover the so-called "new issues" of investments, competition policy, government procurement and trade facilitation after the 5th Session of the Ministerial Conference that will be held in 2004;

APPREHENSIVE of the ongoing negotiations on the “built-in” issues of agriculture under the General Agreement on Tariffs and Trade (GATT) and of services under the General Agreement on Trade in Services (GATS) where commitments are being made without prior public consultations;

DISTRESSED that regular jobs are being lost in a wide range of industries that are unable to effectively compete under a liberalized trade regime;

ENCOURAGED by the recent statements of Trade and Industry Secretary Manuel Roxas II calling for the country to rethink its position in the WTO in light of protectionist action by some WTO members who have been at the forefront of urging developing countries to open up their markets;

RESOLVED, THEREFORE, TO URGE PRES. GLORIA MACAPAGAL-ARROYO TO CALL FOR A PUBLIC REVIEW OF THE COUNTRY’S POSITION IN THE WTO ON THE BASIS OF ITS AGREEMENT’S EFFECTIVENESS IN: ADDRESSING POVERTY REDUCTION; PROMOTING HUMAN AND SOCIAL DEVELOPMENT; AND, PROMOTING SUSTAINABLE DEVELOPMENTS.
