23, 2002 Whereas,
we, residents of Maligaya Park, Caloocan City, paid 200 pesos
each last May 2000 to MAYNILAD Water Services Inc. (MWSI) as
down payment for water connection services. Whereas,
we were promised immediate water connection by MWSI, the balance
to be paid on an installment basis together with our monthly
water bills. Whereas,
it has been two years since our initial payment and no action
taken by MWSI to provide us access to water. Whereas,
this lack of access to potable water has caused us much
difficulty in our daily lives. Whereas,
we have tried to set meetings with the Novaliches office and the
head office of MWSI (Balara) to bring our complaint to their
attention and have not been granted such meetings. Likewise, no
official or representative of MWSI has come forward to explain,
much less promise to rectify their company’s lapse. Whereas,
Mr. Frankie Arellano of MWSI pronounced last April 19 (after our
mobilization at the head office of MWSI) that they would try to
provide us with water service, but only on a partial basis. Now,
therefore, we, residents of Maligaya Park Subd., Caloocan City,
find MWSI in breach of its promised delivery of water service.
That said company has willfully abandoned its obligations after
charging us the initial fee for water connection. That we find
unacceptable MWSI’s promise to remedy our predicament with
partial water service because this runs contrary to the promises
it made upon collecting our down payment. We likewise find
MWSI’s failure to provide water access to communities such as
ours a grave lapse unbefitting of a company that runs a public
utility. We
ask our honorable Representatives to investigate MWSI’s
willful abandonment of its obligations to provide water access
to our community and other communities in its concession area.
We likewise appeal to you to compel MWSI to deliver on its
promise of water access for Maligaya Park.
